How can I get over my fear to approach women?

I'm 21 and I've never had a girlfriend. I never told a girl that I love, just the idea of doing so terrifies me. I get more of this stupid phobia of mine, but I do not know how. I am currently enrolled in college and I have a job where I see many women around my age, so the opportunity is there. So my question is: How can I get over my fear, and what should I tell someone I want to potentially date?
