Many people fly the American flag, but many of these people do not know the rules when doing so. Yes there are rules. Some rules, but not all of them.
Firstly it should never be done "flat", vertically or horizontally. It should be carried when it is folded or on a portable flagpole. When you carry a scope, it must be allowed to move freely in the wind.
